246 votes FOR: The Verkhovna Rada of Ukraine adopted Law No. 5344-d as a basis
The Verkhovna Rada, with 246 votes of people's deputies, adopted draft law 5344-d "On Amendments to Certain Laws of Ukraine on Ensuring the Rights of Persons with Disabilities to Work" as a basis. Today, only about 20% of people with disabilities are employed. On the other hand, in EU countries, this indicator exceeds 55% on average. The draft law 5344-d on promoting the employment of persons with disabilities aims to change the situation for the better. The philosophy of the project consists, in particular, in changing the ineffective system of punishments for non-fulfillment of the employment standard to motivational support mechanisms for employers who provide work for persons with disabilities. Thus, among the main innovations of the draft law, the following can be noted: • Expansion of the system of employment of persons with disabilities not only in the private sector, but also in the public sector. • Targeted use of special fund funds exclusively for employment of people with disabilities. • Expanding the categories of enterprises that can receive financial support to ensure employment of persons with disabilities. • Enterprises that meet the specified criteria can receive the status of labor integration enterprises. • Involvement of private recruiting agencies in the mechanism of employment of persons with disabilities. • Mandatory inclusion in the employment mechanism of social services (social support at the workplace, personal assistant, sign language translation, etc.).
