In Ukraine, the state standard of social day care services for children with disabilities was approved




The Ministry of Social Policy of Ukraine by Order No119-Н dated April 5, 2023 approved the State Standard of Social Day Care Services for Children with Disabilities. The content, volume, conditions and procedure for providing the specified social service, indicators of its quality for providers of all forms of ownership are determined.

The social service is aimed at providing children aged 3 to 18 with disabilities or serious illnesses, disorders, injuries, conditions without establishing a disability, a set of measures at their place of residence, designed to create conditions for ensuring the child's life and forming practical skills that will allow develop independence, improve the quality of life and contribute to inclusion in the life of the community.

The service belongs to basic social services. Its development in territorial communities will help:
1. To bring the service as close as possible to the place of residence of families who have children with disabilities / severe life restrictions;
2. To develop in children the necessary life and social skills for integration into cultural and public life, to reduce their dependence on help and constant support;
3. Professionally support parents, giving them the opportunity to work and self-realize;
4. Prevent children from being placed in 24-hour care facilities and protect the child's right to grow up in a family.
This service will be most relevant for children who need intensive care and support. Along with this, it is important to satisfy the need to ensure access of children with disabilities to inclusive education.

Key principles that will guide the provision of the service:
- accessibility and openness
- recognition of dignity, respect and non-discrimination
- individual approach
- legality and safety of recipients of social services.
- the right to privacy and confidentiality of information.
