New Payments for People with Disabilities and Their Families

Ukraine has adopted Law No. 4955-IX, which provides for an increase in state social assistance for children with disabilities and individuals with disabilities since childhood. The new payment amounts will take effect on January 1, 2027. Additionally, in 2026, residents of designated frontline territories may receive a one-time heating season allowance of 19,400 UAH. Below, we outline the changes introduced by the law, who is eligible for this winter support, and how to submit an application.

New Payments Starting January 1, 2027

Law No. 4955-IX provides for an increase in state social assistance for children with disabilities and adults with disabilities since childhood.

A "base value"—set at no less than 4 000 UAH—is being introduced for the calculation of these payments.

How much will children with disabilities receive?

Starting January 1, 2027, the payment amounts will be as follows:

- At least 8 000 UAH per month — the basic state social assistance.
- At least 12 000 UAH — if the child requires care, as confirmed by a conclusion from a Medical Consultative Commission (MCC).
- At least 16 000 UAH — for a child with a disability classified under "subgroup A."

For children whose disability is the result of an injury or other health impairment caused by explosive objects, the total payment amount will be increased by an additional 50%. What will change for parents?

The care allowance for a child with a disability will be granted regardless of whether the parents are employed. If a care allowance was previously granted, it will be recalculated automatically. There is no need to submit a separate application for this recalculation.

Payments for adults with disabilities since childhood

Starting in 2027, state social assistance will be as follows:

Group I — at least 8 000 UAH.
Group II — at least 4 000 UAH.
Group III — at least 3 000 UAH.
For individuals with Group I disabilities dating from childhood, a care allowance is also provided.

Including this allowance, the total payment amount will be:

Group I, Subgroup A — at least 16 000 UAH.
Group I, Subgroup B — at least 12 000 UAH.
For individuals with Group II or III disabilities dating from childhood who live alone and require constant care, an allowance of at least 3 000 UAH is provided.

What social services are provided for by law?

The changes extend beyond financial assistance.
For families with children from birth to age 4 who have developmental delays or are at risk of developing them, an "early intervention" service is being introduced.

Furthermore, between 2027 and 2032, the state will fund:

- support for children within inclusive education settings;
- comprehensive development and care for children with disabilities. - temporary respite for parents and other caregivers.

What will change for children in full state care?

The law establishes a new procedure for allocating state assistance for children with disabilities who are in full state care.

Previously, the entire amount of assistance was directed toward the child's maintenance within the institution. Now, the funds will be allocated as follows:

10% — to the child’s current account;
90% — to a deposit account.

For children aged 14 and older who study and reside outside the institution, a different allocation applies:

50% — to a current account;
50% — to a deposit account.
Once a child reaches the age of 14, they may manage the funds in their current account independently.

Winter Support: 19 400 UAH for the 2026/2027 Heating Season

In 2026, residents of designated frontline territories may receive a one-time cash payment to help cover the heating season. The payment amount is 19 400 UAH per household.

This means the total amount does not increase based on the number of family members or the number of people with disabilities living in the same household.

In which regions is this assistance available?

Households are eligible for the payment if their members are actually residing—at the time of application—within designated communities in the following regions:

Donetsk;
Zaporizhzhia;
Dnipropetrovsk;
Kherson;
Kharkiv;
Sumy;
Mykolaiv;
Chernihiv. This applies to communities included in the list of territories where combat operations are currently taking place or have taken place.

Temporarily occupied territories are not included in the program. Eligibility for assistance is based on the actual place of residence within a designated community.

Who is eligible to receive 19 400 UAH?

Assistance is available to households that include individuals who:

- receive a disability pension;
- receive state social assistance for persons with disabilities since childhood or for children with disabilities;

- receive state social assistance for caregiving;
- receive a care allowance as provided for by legislation;
- have a certified disability but are not receiving the corresponding payment at the time of application.

In the latter case, this status must be indicated in the application and supported by documentation. Other categories of households defined by the program may also be eligible, including:

- families with internally displaced persons (IDPs);
- single mothers;
- large families (families with many children);
- families with orphans;
- other categories, subject to specific conditions.
