Tea, food and accommodation: where and when to open heating stations for the homeless




This autumn was very warm and without significant precipitation, but the approach of winter is felt and forecasters are already predicting cold snaps, subzero temperatures and snow. Winter is a very difficult time for those people who do not have a roof over their heads.

According to UN reports, in 2017 there were more than 150 million homeless people worldwide - about 2% of the total population. There are currently no accurate official statistics in Ukraine. According to various data, there are about 20,000 homeless people in the country, and even about 200,000.


In winter, for the homeless, problems with lack of food are compounded by problems with finding accommodation. In large cities in the cold season, special heating stations are organized, where you can have a snack, warm up, socialize and get minimal medical care. We tell you where and when heating stations will be opened in four major cities of Ukraine - Kyiv, Kharkiv, Odessa and Lviv. Kyiv




The Center for the Registration of Homeless Persons operates in the capital, where as of the end of 2018, 1,628 homeless people were registered. By the way, in other cities these figures are similar, however, there are also doubts about how close they are to reality, because not all homeless people come to the state for help and register.
As for heating points, they are deployed in the city with the onset of severe frosts.
So far, the city authorities have not released a list of addresses where heating stations will be located this year, but have already noted that for the winter heating points will be installed in the premises of housing and communal services and territorial centers of social services.

"In the winter, 30 stationary heating stations will be located on the territory of Kyiv (including round-the-clock duty). Deployment of stationary heating stations is carried out in accordance with the decision of the Standing Committee on Technogenic and Environmental Safety and Emergencies of the executive body of the Kyiv City Council (Kyiv City State Administration) according to the emergency classifier DK 019: 2010: emergency with a very strong frost (air temperature minus 30 ° C and below) "- explained in the Kyiv City State Administration.Also, they added that in the premises of stationary heating stations, visitors will be able not only to warm up, but also to receive first aid, drink hot tea. And stationary heating points will operate in accordance with weather conditions.
Not only the homeless come to such places, but also the elderly, retirees, who have almost no money for anything. In the heating stations, they can drink a cup of tea with cookies, and just talk to other people, which is also very important.
As for food and clothing, in order to provide the homeless with hot food, warm clothes and shoes in Kyiv annually, starting from 2006 in the winter (from December 1 to April 1), social patrols are conducted, a city operational headquarters for homelessness is created and developed. social patrol schedule.

That is why winter patrols have started in Kyiv since December 1 to provide the homeless with clothes and food.

The base of the visiting teams will be the House of Social Welfare at 4/6 Suzdalska Street (closer to the outskirts of Kyiv, near the Kyiv-Volynskyi station). Unfortunately, this is the only shelter in Kyiv for the homeless, where you can spend the night. True, accommodation here is not free and will cost 10 UAH (this amount also includes dinner), but will have to leave the center before 8:00. Currently, the center is designed for only 150 seats, but the Kyiv City State Administration notes that they plan to increase the number of beds in the shelter by at least 30% during adverse weather. The Homeless Registration Center operates at the same address, whose staff can help with registration and renewal of documents for the homeless.

By the way, recently the district state administration of the Solomyansky area reported , looking for a room near the train station to create a house of social assistance, where there would be a buffet, a clothing distribution point, etc. The agency notes that another heating and first aid station needs to be set up in the subway on the South Station side.

Kharkiv

In Kharkiv we were told that it is too early to talk about heating points, because the temperature does not require their opening. However, the Center for the Reintegration of the Homeless (102 Mira Street), which opened in the fall of 2018 after a major restoration, has been operating in the city all year round. In this center there are rooms for accommodation, a department for reintegration of homeless people and social adaptation of people who have been released from prisons. Also, there you can get medical and social services. In total, the center is designed for only 165 people. As for stationary heating stations, last year there were six in Kharkiv. Most heating stations are located in the same utilities and social institutions. Last year’s list was as follows:
- Shevchenkivskyi district, premises of the territorial center for social services, 77a Peremohy Avenue.

Odessa

In Odessa, there is the Odessa City Center for Reintegration of Homeless Persons (Tsiolkovsky St., 1 for men; Baltska Road, 2 for women). At the same time, these centers can serve up to 100 people. They can also provide medical care, rest, spend the night, have lunch and take a shower. Departments for overnight stays in this center began to work in the autumn-winter period, when the air temperature dropped.

The City Council said that, based on the experience of previous years, in order to organize measures to prevent cases of hypothermia, especially vulnerable groups, during low temperatures (-10 degrees and below for 3 days) in Odessa deploy heating stations .

"Until last year, the points were usually located at:
Primorsky district - Kulikovo field, 1 (from the railway station);
Suvorov district - street Joliot-Curie, 29a corner of the street. General Bocharov.
Last year, the work of the heating station on Kulikovo Field was provided by public organizations with the participation of the Department of Municipal Economy, " the City Council said.
The department added that the district administrations of the Odessa City Council together with the State Fire and Rescue Detachment of the State Emergency Service of Ukraine in Odessa region with the participation of the Department of Municipal Economy provided the work of these points. At the heating stations, visitors are given hot tea and food, and if a person needs it, they are examined by doctors.

Lviv

Lviv Center for Registration and Night Stay of the Homeless is located at vul. Kirillovskaya 3a. The head of the center, Oleksandr Borodin, notes that 1,750 homeless people are currently registered in the city.
"Every year, with the onset of frost in the center, we open a daytime heating station, and at night there is a department of night stay. There is also a second heating station, together with the public organization "Regional Center for Social Adaptation" we opened it on the street. Lychakivska 56, in the premises of the same organization. This point works during more extreme frosts, when the temperature drops below 10 degrees, "says Borodin.

Two heating stations for the homeless have already been set up in Lviv, and locals are being asked to spread this information if they see that a person needs help. One heating station will operate in the premises of the Center for Accounting and Night Stay of Citizens, on the street. Kirillovskaya, 3a, where you can warm up from 9:00 to 20:00. And with the onset of severe cold, a point will open on Lychakivska Street, which will work only on weekdays from 9:00 to 18:00.
