To avoid a deficit: will the new National Register of Blood Donors be able to promote donation?




The situation with donation in Ukraine is quite difficult, and the pandemic has only intensified. According to data for 2020, there are about 13 blood donations per 1,000 population in Ukraine during the year, which is almost three times less (12 per 1,000 population) than recommended by the WHO (33 per 1,000 population). For a long time, this area in Ukraine was bypassed and not reformed.

But at the end of January 2021, the law "On safety and quality of donated blood" came into force, for the first time since 1995. These are serious changes in the Ukrainian blood service. On the basis of this law, a state strategy for the development of the blood service was developed, which should be implemented in the next 5 years. In addition, for example, at the end of 2021, the Cabinet of Ministers adopted a new resolution, according to which Ukraine will finally create a National Register of blood donors and its components. How the register of blood donors will work

On November 24, the Cabinet of Ministers adopted a resolution “On some issues of functioning of the National Register of Blood Donors and Blood Components, as well as persons prohibited from performing a donor function in the electronic health care system.

The Ministry of Health, together with the National Health Insurance Fund, must ensure the establishment and operation of such a register in the electronic health care system within one year of the entry into force of the law. By the way, the law came into force on January 25, 2021.
The register will ensure the safety of the donor, keep records of his medical examination, admission or removal from donation. Also, the register will note all the perfect donations and possible complications associated with it.

“Responsibility for the creation and operation of the register rests with the Ministry of Health of Ukraine and the National Health Service of Ukraine. The creation of the register will strengthen the implementation of hemological surveillance, contribute to the strengthening and preservation of public health, will have a positive impact on the development of the institution of donation and meet the needs of the medical system in donor blood.- informs the Ministry of Health.

The registry will allow you to track the movements of donor blood and blood components from donor to recipient "from vein to vein". The results of both the pre-donation medical examination and the results of blood tests will be taken into account.

The register will contain links to information on:
- Donors;
- recipients;
- medical workers who enter information into the Register;
- institutions operating in the field of health care;
- Test results at all stages;
- Adverse reactions and cases.

Also, according to the Law of Ukraine "On safety and quality of donated blood and blood components" a person who intends to become a donor has the right to:

- Receive information about their health;
- compensation for damages caused by the donor function;
- Protection against any discrimination on health grounds.

In fact, the state will protect the rights of donors and even reimburse the costs associated with donation. In general, the creation of a register will greatly simplify the donation procedure and the process of finding the necessary blood and its components. In addition, the register should allow you to automatically count the number of donations, which will be the basis for granting the donor the status of "Honorary Donor of Ukraine".
The application for a donor’s badge "Honorary Donor of Ukraine" must be submitted by the donor himself if he donated blood in a total amount of 40, the maximum allowable doses, or blood plasma in a total amount of 60, the maximum allowable doses.

How will the national registry differ from the Donor UA platform?

Currently, there is no single state register of donors in Ukraine, but there is an all-Ukrainian platform Donor UA. The Donor UA platform is the only and largest electronic database of blood donors in Ukraine. Currently, almost 34,000 donors are registered on the platform: some are active donors, some have registered and forgotten, and some donate blood regularly. This platform was founded by a public organization and is not funded from the state budget, but by companies and individuals who want to support the development of the donor movement in Ukraine.

The main goals of the Donor UA platform are:
- promotion of free donation in Ukraine;
- refusal of family donation;
- support for the reform of the civil blood service and the creation of a new world-class service;
- popularization of information technologies to solve social problems.

In fact, it is an automated system for recruiting and managing blood donors, designed to promote the donor movement in Ukraine. This project was first launched in the country in March 2016.

The team cooperates with specific blood centers, receiving information from them about current stocks of donated blood, and encourages other centers to provide data to analyze and improve the situation in the country, " - said on the website of Donor UA.
