Treatment for budget money: who will be helped by the state and what medicines will be provided




Every year, the Ukrainian budget allocates a lot of money for health care. For example, in 2019, the state budget allocated 95.08 billion hryvnias for health care, which is 10% more than in 2018.

With the beginning of the health care reform, most of the money in the budget goes to the transformation of the medical system and its improvement. Thus, the website of the Ministry of Health notes that the money is used to increase the salaries of doctors, purchase the necessary expensive drugs, implement new programs and
more.

However, at the beginning of the year it was planned that from July 1 the program "Free Diagnosis" will start in the country, according to which 12 new tests (mammography, 5 types of X-rays, echocardiogram, etc.) could be performed free of charge under the direction of a family doctor, therapist or pediatrician. .). But the launch of the program has been postponed, so there have been no significant changes for patients since July.

However, there are many other areas that have become a priority in 2019. Part of the budget money goes to the treatment of serious diseases and to provide Ukrainians with medicine. We will tell in detail what diseases are treated at public expense and what medicines should be given to Ukrainians free of charge.

Purchase of medicines

In 2019, the state budget provided UAH 6.58 billion for the purchase of medicines and medical devices. It was noted that patients will receive more vital expensive drugs that they usually cannot buy on their own. In particular, the public procurement program includes medicines and medical devices for serious diseases that require long-term and expensive treatment - oncology in children and adults, tuberculosis, hepatitis B and C, HIV / AIDS and others.
In total, about 500 drugs and more than 700 medical devices are purchased in the 41st direction of the state program, the full list of which can be found on the website of the Ministry of Health .

Thus, funding for the treatment of adult oncology, hemophilia, multiple sclerosis and a number of childhood diseases (cystic fibrosis, dwarfism, cerebral palsy, hepatitis, etc.) has increased. An additional UAH 73 million was also allocated for the treatment of pediatric oncology, UAH 415 million. for the treatment of adult oncology, UAH 138 million. for the treatment of patients with cardiovascular disease. For the first time, money was allocated for the treatment of juvenile rheumatoid arthritis (JRA) and primary immunodeficiency (PID) in adults.

The Affordable Medicines Program has been running in the country for more than a year and remains one of the government’s priorities. In 2019, UAH 1 billion was allocated. for medication for cardiovascular disease, type 2 diabetes and asthma.

Treatment abroadUAH 6.89 billion was provided for 2019 for the program "Treatment of Ukrainian citizens abroad". Since, every year many patients are forced to go abroad to treat those diseases that are not yet treated in our country.
According to the Ministry of Health, as of July 2019, 272 patients from Ukraine, 70 children and 202 adults were sent abroad for treatment. By the way, this program is available to absolutely everyone who suffers from diseases that can not be cured in our country, regardless of age, gender, etc.

People are most often sent abroad for bone marrow, kidney, liver, heart, lung transplants, etc. This year, Ukrainians went to Italy, Germany, Poland, Switzerland, Great Britain, Austria, Belarus, India and Turkey to receive medical care.

Reimbursement of drugs

Also, reimbursement of insulin was established for those who need it. The allocated amount of 841 million hryvnias should cover 87% of the total need. And 13% of the need should be provided directly by local budgets.

In addition, Ukraine has an electronic register of patients in need of insulin therapy, which allows local authorities to compile accurate lists for reimbursement. It should be noted that according to the Ministry of Health, 195,000 Ukrainians suffer from type I diabetes, they need daily insulin therapy. Such people receive insulin for free or with a small surcharge - in a pharmacy with a doctor’s prescription. Free tests

We are not talking about the treatment of diseases, but more about their detection and prevention. In Ukraine, you can get free tests for viral hepatitis and HIV. Such services are included in the primary health care package.

According to official data from the Center for Public Health, in early 2019, more than 82,000 people with hepatitis C and more than 23,000 with hepatitis B were registered in Ukraine, but most do not even know their diagnosis. To check, just contact your family doctor, therapist or pediatrician, with whom you have signed a declaration, and take a rapid test.

What medicines can be obtained for free in Ukraine

As we have already said, Ukrainians can receive some medicines and other medicines for free, or with a minimum surcharge. We summarize that the state procures:

- medicines for serious diseases, oncology, tuberculosis, HIV / AIDS. By the way, a drug for the treatment of leukemia (blood cancer) was recently purchased, the amount of which will be enough to cover the needs of the needy;
- drugs for the treatment of hemophilia type A or B or Willebrand’s disease, bullous epidermolysis, juvenile rheumatoid arthritis, pulmonary arterial hypertension, immunodeficiency;

- drugs for the treatment of hepatitis. The other day, hepatitis C drugs were delivered to the regions, and this batch of drugs will provide treatment for more than 7,000 patients;
- vital prostheses for children with congenital imperfect osteogenesis ("crystal children"). Procurement for the first time started only this year;
- insulin for people with diabetes. According to the Ministry of Health, the state now provides insulin to about 200,000 patients.

In addition, the Ministry of Health plans to fully meet the needs in such areas as tuberculosis, antiretroviral therapy, transplantation, newborn screening, some orphan diseases and others. Also, the ministry notes that it will be able to provide 100% of the need for cardiac stents for patients with myocardial infarction who need immediate stenting, and create a stockpile of drugs for children with cancer.
